A veteran from the War of Independence 1848/49 is given the task by the chief bailiff Mérei to round up the gangs of outlaws who are rioting in Somogy County, as there is a plan to build a railway. But lawless, destitute ex-soldiers and landless laborers are roaming the land, trying to make a living.
